Graduated Driver Licensing (GDL) – Future Changes

It is likely that the DVSA will introduce a Graduated Driver Licensing (GDL) scheme in mainland UK in the near future, following the introduction of a similar scheme in Northern Ireland.

Lessons Built Around You

At STUART’s Driving School, lessons are planned around your individual needs, learning style, and availability.

Your instructor will work with you to arrange regular lessons that fit your schedule and help you progress consistently.

GDL in Northern Ireland

Infrastructure Minister Liz Kimmins has announced plans to introduce GDL from 1 October 2026. GDL is designed to reduce the high number of fatal and serious road traffic collisions involving new and young drivers.

The scheme introduces a revised training, testing, and post-test framework, focusing on producing drivers who are safe, not just technically competent.

In 2025, 56 people were killed in road traffic collisions in Northern Ireland, a reduction of 19% from 2024. However, drivers aged 17–23 were responsible for 24% of fatal or serious collisions, despite holding only 8% of driving licences.

Minister Kimmins stated that GDL represents the most significant reform to driver licensing in almost 70 years, with a strong focus on road safety and driver behaviour.

Key Features of GDL

The GDL scheme includes:
At STUART’s Driving School, our structured training approach already aligns closely with the principles of GDL, ensuring our learners are well prepared for both current and future licensing requirements.
